Gavin Newsom aimed at preventing gas prices from spiking, particularly in late the summer when demand goes up. The legislation would authorize state energy regulators to set requirements for companies to maintain a certain level of fuel on hand — using existing storage to avoid gas prices from increasing suddenly when refineries go offline for maintenance.

Senate President pro Tem Mike McGuire previously said his chamber “won’t be convening in a special session this fall.”

Assembly Bill X2-1 would require oil refineries to maintain additional inventory that they can draw from during maintenance periods to sustain a steady supply.
