The swift action, two weeks after Donald J. Trump’s presidential win, signaled a sense of urgency from city leaders.

Los Angeles officials voted Tuesday to approve policies that would establish the city and its schools as a sanctuary for immigrants and LGBTQ youth as the city braces for the incoming Trump administration.
